Communications Minister STEPHEN CONROY says he's embarrassed for Opposition broadband
spokesman MALCOLM TURNBULL, who today outlined further details of the coalition's vision
during a speech to the National Press Club in Canberra.
He says the coalition's plan, to continue using the existing hybrid fibre-coaxial network
in built up areas, is the equivalent of running the Sydney Harbour Bridge with one lane.
He says when users aren't able to operate more than one application at a time they're
going to care about bandwidth capacity.
Mr TURNBULL has vowed that all Australians living in the bush will have access to fast
broadband at a price comparable to those in the city.

Hundreds have gathered in central Hobart to protest against proposed job cuts at the
Mercury newspaper.
The newspaper's management is deciding the future of 33 editorial staff .. with the
prospect of sub-editing jobs moving to so-called sub hubs on the mainland looming large.
Hobart-based independent MP ANDREW WILKIE has addressed the Save the Mercury rally
.. telling the crowd of around 300 Mercury staff and members of the public that their
newspaper needs local knowledge to function.
Mr WILKIE says the Mercury has a proud history of difference from other News Limited
newspapers .. and was the only News Limited paper that took an anti-Iraq war position.
Meanwhile .. Mercury editor GARRY BAILEY says all major editorial decisions will continue
to be made in Hobart.

NSW:Brother of killer gets 16 months jail
A teenager who stood by as his brother bashed a man to death has been sentenced to
16 months in prison for manslaughter.
JACK BEAUDEN COLLEY was 18 when his older brother .. BRENDAN .. bashed STEPHEN ROBERT
CAMERON to death in northern NSW in 2008.
The brothers went round to the 39 year old's home after being told he'd assaulted their sister.
JACK COLLEY waited outside while his brother attacked Mr CAMERON .. and pulled his
brother away when he realised the severity of the bashing.
He pleaded not guilty to manslaughter but was found guilty by a jury earlier this year.
In the NSW Supreme Court today .. he's been sentenced to a minimum 16 months jail ..
with a maximum term of four-and-a-half years.

ADELAIDE, Aug 10 AAP - Labor wants Australia's best and brightest professionals to
take up teaching with a fast-track program that would launch them into schools after just
eight weeks.
Prime Minister Julia Gillard announced the $16 million Teach Next program while campaigning
at her former high school in Adelaide on Tuesday, saying many professionals were put off
switching careers by the time needed to secure qualifications.
"Today I announce a plan to bring the best and brightest into teaching," she told reporters
at Unley High School.
She addressed her message to people "at a different stage of their lives who had made
some money" and done everything they needed to see their own kids though school.
"They would be able to go into an accelerated course over summer, supported by up to
$10,000 ... and then commence teaching in a structured mentored program over two years."
Teach Next would start with about 450 people from 2012. It aims to reduce teacher shortages
in crucial subject areas such as maths and science and create a teaching workforce with
greater diversity.
"We are short of maths teachers, we are short of science teachers," Ms Gillard told
an audience in her old school library.
Labor would fund about half the cost of course fees for successful applicants.
They would also receive up to $10,000 to support their transition to the classroom
which could be used for relocation expenses and professional registration fees.
Their teaching qualifications would be confirmed over two years through further training
and on-the-job experience.

CANBERRA, April 1 AAP - A majority of accountants and finance staff are likely to receive
a pay increase in the next 12 months, having missed out in 2009, a new survey has found.
The research by specialist finance recruitment firm Robert Half found 69 per cent of
organisations expect to increase their staffers' wages by up to 4.4 per cent.
Robert Half said this reflects a strengthening finance sector and moves to retain staff,
with recent Australian Bureau of Statistics data showing a 23,000 increase in finance
workers in the past three months.
"We have definitely seen this confidence reflected on the ground, with many of our
clients looking for salary guidance given the changing economic environment," Robert Half
director Andrew Brushfield said releasing the survey on Thursday.
The survey of 330 finance, accounting and HR professionals also found that 82 per cent
of current staff expect a salary increase.
Mr Brushfield cautioned that a meagre 4.4 per cent increase may not be enough to satisfy
expectations.
"Many finance and accounting staff missed a pay increase in 2009 and have been waiting
almost two years for a raise," he said.
"With inflation expected to peak at three per cent, employers can't expect their staff
to be satisfied with only a 4.4 per cent salary increase."
The survey found that 30 per cent of employers are prepared to increase their finance
and accounting staff this year, with 85 per cent of these planning to fill new positions
rather than replace old ones.
As a result of the global financial crisis many organisations were forced to restructure
their teams to increase productivity, while poor performers were shown the door.
"This situation has not only resulted in a number of new positions which now require
filling, but has highlighted the true star performers and the need to support them," he
said.

minorities in Tasmania.
The apology .. published in Tasmania's three daily newspapers .. follow a conciliation
suggested by the state's anti-discrimination tribunal .. acting on a complaint by MARTINE
DELANEY.
Exclusive Brethren members were involved in the publication of a 2006 state election
advertisement attacking transgender and intersex people.
The apology means there will only be one defendant in next week's tribunal hearing
.. the Tasmanian branch of the Liberal Party.

A former teacher from Sydney's prestigious Knox Grammar School will today become the
fourth to face court .. charged over sex abuse allegations.
DAMIAN VANCE is expected to face Hornsby Local Court today .. charged over alleged
abuse in 1988 on a student who was 14 at the time.
The 55-year-old currently works as a teacher in Victoria .. and was arrested in Melbourne
yesterday.
NSW police say more arrests may follow as a task force continues to investigate the
allegations .. and have urged any other victims to come forward.

SYDNEY, Dec 4 AAP - Gordon Wood did not plan to murder his girlfriend but threw her
over a Sydney cliff after becoming enraged during an argument, says the judge who jailed
him for at least 13 years.
Justice Graham Barr said Wood had already been punished because the matter had been
"hanging over his head" for 10 years as a result of delays caused by investigating authorities.
"Consequently, the sentence should be mitigated," Justice Barr said in the NSW Supreme
Court on Thursday.
Contrary to crown submissions on the aggravating features of the offence, the judge
concluded Caroline Byrne's murder was not premeditated, nor carried out for financial
reasons.
While the public gallery was full, the atmosphere was calm and less emotional than
when Wood's guilty verdict was delivered late last month.
His family and other supporters stood up as a "mark of respect" for the 46-year-old,
as he was led up from the cells into the dock to learn his fate.
Wood's lawyers on Friday will lodge his appeal over his conviction for murdering the
24-year-old model at The Gap, a notorious Sydney suicide spot, late on the night of June
7, 1995.
The judge set a maximum jail term of 17 years and four months, noting Wood's earliest
date for release on parole would be October 20, 2021.
Ms Byrne's father, Tony, later said he was satisfied with the jail term, adding that
his family had always been focused on the guilty verdict, not the sentence.
But Wood's sister Jacqueline Schmidt said her family was devastated by the sentence
and would continue campaigning to prove his innocence.
The judge rejected a crown submission that the offence was aggravated by the fact that
Wood, then a driver for wealthy stockbroker Rene Rivkin, had a financial motive for the
murder.
The crown contended Ms Byrne had knowledge of the now late Mr Rivkin's business and
personal affairs, which would hurt him if made public.
"It seems unlikely that Ms Byrne knew anything that could, should she choose to reveal
it, hurt Mr Rivkin," the judge said.
"Of course, the court is concerned with the offender's perception of what might happen
if a word were dropped out of place, but the evidence falls short of establishing beyond
reasonable doubt that it was to safeguard his financial interests that the offender killed
Ms Byrne."
Rather, Justice Barr concluded, "the offence was committed in a rage" and involved
no premeditation.
He found that when Wood and Ms Byrne went to Watsons Bay on the day of her death, their
relations were "affable".
"I am satisfied that the violence that led to Ms Byrne's death erupted at the end of
a long, noisy and serious argument which probably commenced during the evening ..."
The judge said the evidence failed to satisfy him what the argument had been about,
while another difficulty related to the presence of an unidentified second man.
"It is impossible to say what were his interests and contribution to the argument,
or what part, if any, he played in causing Ms Byrne's death," the judge said.
Noting that Wood was not charged until 2006, the judge said the first year of the 11-year
delay was attributable to Wood.
"He falsely put it about that Ms Byrne had committed suicide and the police were inclined
to accept that it was so," he said.
But from the time Wood became a murder suspect in 1996 up until his arrest, things
moved slowly "because the police had no firm idea of what their case was".
This 10-year delay, during which Wood was of good behaviour and did not hide from authorities,
was the responsibility of the investigating authorities, the judge said.

Unions have accused Telstra of dipping into the pay packets of up to 20 thousand staff
on individual employment contracts .. but the telco says it's simply complying with the
law.
The ACTU says Telstra is cutting employees' take-home pay and using the money to cover
a shortfall in superannuation contributions .. following changes to super laws.
The changes mean superannuation is now calculated on a person's earnings .. not their
base salary.
The ACTU says Telstra's approach could mean cuts of up to three thousand dollars from
the pay packets of Telstra staff over the life of a five-year Australian Workplace Agreement.
But Telstra says there's no change to the total remuneration of its employees .. and
the majority of its workforce isn't affected.
Telstra spokesman MARTIN BARR says the impact on the individual depends on that employee's
super fund .. pay arrangements .. level of existing super contribution and their additional
personal contributions.
Mr BARR says affected employees were informed before the changes happened.
ACTU secretary JEFF LAWRENCE says Telstra's decision to dip into take-home pay isn't
illegal .. but he says it's an example of how Telstra workers could be worse off compared
with those on union-negotiated collective agreements.

MELBOURNE, Dec 29 AAP - A teenager has died following a collision at an intersection
in Victoria's northwest, near the border with NSW.
The accident takes Victoria's Christmas road toll to 11, the nation's highest.
The Merbein man, 19, died when his blue Nissan skyline collided with a four-wheel drive
at the intersection of Eddy Road and Kulkyne Way, Redcliffs, at 10am (AEDT) today.
Police said the man was travelling along Eddy Road towards Redcliffs when he went through
the intersection with Kulkyne Way, into the path of the 4WD Land Rover that was headed
west.
The man died at the scene.
The 48-year-old female driver of the Land Rover suffered minor injuries and was taken
to Mildura Hospital for treatment.
Police will investigate the collision and prepare a report for the coroner.
Earlier today a 22-year-old man died after his car slammed into a power pole in Melbourne's east.
The driver died in The Alfred hospital at 8am (AEDT), about seven hours after he lost
control of his car and it ploughed into a pole in High Street, Glen Waverley.
Police said the driver was trapped in the car for about 45 minutes before firecrews
could free him.
The accidents lifted Victoria's Christmas road toll to 11. The state's 2007 road toll
is 331 compared to 334 at this time last year.

ADELAIDE, Aug 21 AAP - Anyone who fancies winning big on South Australian lotteries
better be named John or Elizabeth.
Or Robert or Peter, they also do well.
Lotteries SA has released a list of the luckiest names when it comes to winning the top prizes.
It said that since 1997 more than 860 South Australians had shared in $526 million
in division one lotto prizes.
Of those, people named John had won the most, sharing in $27 million after winning 26 times.
The next best was Robert on 25 wins, followed by Peter on 13 and Stephen and Andrew on 12.
Among female winners, those named Elizabeth had done best, picking up 10 first division
prizes ahead of Barbara, Margaret, Catherine and Debra all on seven.
With his name ranked fourth on the list, Surrey Downs resident Stephen Donato admitted
he has been lucky on the lotteries.
In February 2002, he picked up a handy $50,000 for a winning ticket in Keno and was
quite happy with that.
"So imagine my surprise when I won another $50,000 top prize last week with the very
same numbers," he said.

Fed: ALP promises to restrict tax take if wins office

CANBERRA, April 28 AAP - A Labor federal government would restrict its ability to raise
income taxes while keeping the budget in surplus under a set of rules it has pledged to
uphold if it wins office next year.
Treasury spokesman Wayne Swan said Labor would not increase taxation as a share of
gross domestic product (GDP) if it wins power at the next federal election, effectively
guaranteeing tax cuts.
It also would keep the budget in surplus, on average, over the course of the economic
cycle, and Labor would look at an overhaul of spending programs in a bid to reduce government
initiatives.
The policy is part of a suite Labor has recently announced as it tries to rebuild its
economic credibility which took a battering under former leader Mark Latham during the
2004 election.
Mr Swan said Treasurer Peter Costello, who hands down his 11th budget on May 9, was
ignoring the problems facing Australia, and instead increasing his tax grab and spending
at the expense of ordinary people.
He said the budget should be used to build productivity, address Australia's current
account and foreign debt problems, and set the country up for the future.
The government had failed to capitalise on record prices for commodities in a mistake
that could have long-term repercussions for the economy.
"Essentially, we've had some of the best trading conditions in a generation," he told reporters.
"We've been playing on a batsman's wicket, but we've not been scoring many runs.
"And, because we've not been scoring many runs on such a favourable wicket, we absolutely
have to commit to a strong medium-term fiscal strategy, running surpluses over the cycle."
Mr Swan admitted that by not increasing taxation as a proportion of GDP (to be set
at the level determined in the usual pre-election budget statement), he was forcing financial
discipline on himself and the Labor Party.
He said budget surpluses would be used to build national infrastructure, rather than
pumped into the government's Future Fund which has been created to cover the cost of public
servants' superannuation.
The failure to boost productivity, and in turn build exports, was exposing Australia
to the long-term servicing of foreign debt that could become an intergenerational tax.
"Within that surplus there is ample room to attend to the priorities that we have outlined
here, including tax reform which will lift productivity through putting some real incentive
in the system which, at the moment, is a handbrake on productivity in this economy," he
said.
Mr Swan would not commit to never having the budget in deficit, saying no-one, including
Mr Costello, could make such a promise.
The budget was last in deficit in 2000-01.
He said Labor recognised that the current surplus - likely to come in around $14 billion
- was built on a temporary surge in commodities prices.
Ultimately, tough decisions would have to be made on the entire budget.
"We will get down to the hard and tough work of cutting spending, of finding the efficiencies,
and of re-arranging priorities," Mr Swan said.
"Now is the time, particularly in the next two budgets, to address the challenges as
we put in place the building blocks of future prosperity."

Coal mine fire cotninues to burn
Firefighters say they're having difficulty getting to a blaze at a coal mine in Victoria's
Latrobe Valley.
About 90 firefighters have worked through the night .. but have failed to put out the
fire at the Morwell open cut brown coal mine .. 130 kilometres south-east of Melbourne.
They say the fire .. which began late yesterday .. continues to burn on a coalface
about 200 metres long and 100 metres deep.
Smoke has blanketed the Latrobe Valley .. but firefighters say there's no threat to
Victoria's power supply.
Meanwhile .. fire crews have contained fires at Avenel .. north-east of Melbourne ..
and at Stradbroke .. near Sale.
They're on on high alert across the state.
A total fire ban remains in force in all areas of Victoria but the eastern region ..
covering Gippsland .. until 4 am tomorrow.
Strong winds and searing temperatures are forecast in most areas across the state.

Fed: Children and family recurring theme in Miles Franklin shortlist
Children, family and orphans are recurring themes in this year's entries for the Miles
Franklin Literary Award.
Judges have whittled the 43 books submitted to five shortlisted novels.
2005 marks the 51st year since MILES FRANKLIN'S death.
Best known for her novel My Brilliant Career, FRANKLIN established the awards as a
celebration of Australian literature.
Last year's winner -- SHIRLEY HAZZARD -- received $42,000.
But this year's prize money is yet to be determined with organisers still negotiating
with sponsors.
A panel of five judges will decide the final winner which will be announced on June
the 23rd at the State Library of New South Wales.

Newly crowned NASCAR Busch Grand National champion Kevin Harvick has been keeping himself busy this winter.
Not that it should matter much for Harvick, who is coming off a NASCAR schedule last year that must have had him experiencing deja vu almost every weekend.
In addition to driving the Richard Childress Racing No. 2 AC Delco Chevy on the Busch circuit, Harvick took over as driver for Dale Earnhardt's team after the seven-time Winston Cup champion was killed on the final lap of the Daytona 500.
Harvick, who was in Los Angeles for the NASCAR Busch Grand National awards banquet two weeks ago, competed in every Busch Series and all but one Winston Cup race last year. He earned Winston Cup rookie-of-the-year honors in the No. 29 GM Goodwrench Chevy for RCR.
So it should come as no surprise Harvick hasn't let up much. Preparing for a full season of Winston Cup racing would be enough for most drivers. But Harvick has a gas tank full of other projects on which he's been working.
He will be competing in the Rolex 24 at Daytona International Speedway a couple weeks before his first Daytona 500. He also has put together a NASCAR Craftsman Series Truck team with Rick Carelli as his driver.
``I wanted to learn how the business works as an owner,'' said Harvick, a former Winston West champion from Bakersfield. ``This was the most efficient way to do it, mess up and not have it cost millions and millions of dollars.''
Harvick said he plans on racing in a few Truck Series events as well as Busch Series events in 2002. He even promised fellow Winston Cup driver Tony Stewart a shot behind the wheel in his truck.
At the forefront of Harvick's recent endeavors is his entry in the Rolex 24 at Daytona on Feb. 2-3, when he will compete in his first Rolex 24 with Carelli and ARCA driver John Metcalf. The three will join Dave Liniger in the RE/MAX Racing No. 90 Corvette of Flis Motorsports in the American GT class.
Harvick is not the lone NASCAR driver to enter the Rolex 24. The starting grid at Daytona is looking more like a NASCAR event than an endurance race with each passing day.
Stewart, driver of the No. 20 Home Depot Pontiac on the NASCAR Winston Cup Series, will be driving with the Crawford Race Cars factory team with Jan Lammers and Johnny Mowlem. The Crawford team will be competing in the Sports Racing Prototype class.
Winston Cup star Kyle Petty, driver of the No. 45 Sprint Dodge, will race in his second consecutive Rolex 24, this time joined by Petty Racing teammate John Andretti, driver of the No. 43 Cheerios Dodge. Petty and Andretti will be racing in the No. 43 Porsche GT3 R of Orbit Racing in the GT class with Leo Hindery and Peter Baron.
Richard Childress Racing driver Robby Gordon will partner with former Indy Racing League champion Scott Sharp in the Riley & Scott Mark III-C factory team of Matthews Racing. Gordon won the GTO/GTS class in the Rolex 24 from 1990-93 and Sharp was the overall winner in the 1996 Daytona race. They will team up with owner Jim Matthews and Guy Smith in the No. 36 Elan- engined Riley & Scott entry in the SportsRacing Prototype class.
Former Winston Cup driver turned commentator Wally Dallenbach will join IRL driver Steve Knapp in the Robinson Racing No. 74 Riley & Scott Mark III-C. Jack Baldwin and George Robinson round out the Robinson Racing team.
And for good measure, IRL driver Anthony Lazzaro, CART driver Max Papis and former NASCAR and open-wheel star Scott Pruett will be racing for different teams.
--SCORE announces schedule: Los Angeles-based SCORE International announced on Monday its six-race Duralast Desert Series off-road racing schedule for the 2002 season. The season kicks off today with the Laughlin Desert Challenge in Laughlin, Nev.
Three races will be run in the Nevada desert and three will be in Baja California. Included in the Nevada races will be the inaugural Henderson's Terrible 250 from July 11-14.
The 34th Baja 500 will be May 31-June 2 and the 35th Baja 1000, the season finale, will be Nov. 8-11.

FORD have their fingers crossed that a radical revamp of the Mondeo, due to hit the road later this year, will set their best-seller back at the top of the tree.
Until last year, the Mondeo had enjoyed six years as leader of the pack, fending off fierce competition from contenders such as the Cavalier and Peugeot 405. Last year its long reign in the top spot was shattered when Vauxhall's contender, the Vectra, at last overtook it.
Ford's domination of the middle market began in 1962 with the Cortina. This was accepted as being the first of a popular breed of car, bridging the gap between the tiny Mini and larger cars such as Rovers and Triumphs.
The Cortina was an immediate success and became the definitive "family car".
It was also a hit with fleet managers, making it the car of choice for a generation of sales reps.
The Cortina ran through four complete redesigns and was followed in the Eighties and Nineties by the Sierra and then the Mondeo.
The Sierra was quickly nicknamed the Reps' Barge, but the Mondeo soon won fans and is recognised as one of the best Fords ever.
The rest of the industry is eagerly awaiting the arrival of the new-look Mondeo in November to see what they are up against in this vital part of the mass market.
Will Ford go for bold innovation as with the Focus?
Industry insiders are whispering that it might undercut the current Mondeo's price.
In the short term, two new Mondeo models will be available early in March.
The Zetec-S five-door, two-litre version has distinctive sporty styling, ABS braking with traction control, air-conditioning, quickclear heated windscreen and 16-inch alloy wheels as standard.
The five-door, 1.8-litre Verona model also has the quickclear windscreen and alloy wheels as standard, while ABS is optional. The radically redesigned Mondeo range is to debut at the Paris Motor Show in September, and should hit the road in November.
When the new, upmarket VW Passat was launched in 1996, the Ford design team carefully scrutinised it from bumper to bumper and went back to the drawing board.
Their suppliers were convinced that they could match the high-quality appearance of the Passat's plastics and achieve a better finish at a lower price.
As well as restyling the exterior, the Mondeo design team have worked meticulously on the interior.
It will be exceptionally spacious and, though it has the longest wheelbase of any car in its class, it is five centimetres shorter than the Passat, making for easier parking.
In the estate version it will have more luggage space than the Mercedes E-class.
Wind noise and tyre roar have been dampened, which should appeal to the company car drivers who spend hours on the road. And Ford is forging ahead with its strategy to introduce the internet and e-mail to its popular models.
Both the Mondeo and Focus will have built-in mobile phones as standard in models from the mid-range upwards.
The major changes to the Mondeo, however, are beneath the skin with a new double- wishbone Control Blade rear suspension, an award-winning system which has given the Ford Focus its reputation for good handling.
All in all, the feeling in the industry about the new model is highly positive.
The improved handling, spaciousness, upgraded appearance and extras on the inside are being hailed as a recipe that could put the Mondeo back on top of the pile.

Testifying for the first time Monday on the White House cybersecurity proposal, four Administration officials agreed that the Department of Homeland Security (DHS) was the best agency to oversee the defense of government and private sector cyber networks.
Appearing before the Homeland Security and Governmental Affairs Committee (HSGAC), the four witnesses - representing the Departments of Homeland Security, Defense, Commerce, and Justice - pledged their cooperation to find consensus on legislation to protect against catastrophic cyber attack on the nation's critical infrastructure.
"If we don't do something soon, the Internet is going to become a digital Dodge City," Committee Chairman Joe Lieberman, ID-Conn., said. "Cyberspace is just too important to modern life to allow that to happen... It's time to say: 'There's a new sheriff in town and we're going to have some law and order around here.' And we can do that without compromising liberty and privacy. This is not a partisan debate. It is a national security and economic growth debate."
Ranking Member Susan Collins, R-Me., said: "I am pleased that the Administration has now fully engaged on the imperative issue of cyber security. Experts tell me that the cyber arena is where the biggest gap exists between the threat level and our preparedness. Unfortunately, the government's overall approach to cyber security has been disjointed and uncoordinated. The threat is too great to allow this to continue. The need for Congress to pass comprehensive cyber security legislation is more urgent than ever."
Federal Financial Management Subcommittee Chairman Tom Carper, D-Del., said: "Today more Americans rely on the Internet to live their lives and conduct their business. This increasing access to, and dependence on, the Internet has created attractive targets for hackers and criminals looking to steal information or money or just cause mischief. At the same time, we have increased our reliance on sophisticated technology to keep the lights on, keep our water clean, run our factories, and even to fight wars and defend our country.
"Terrorists with the ability to compromise or destroy the technology we depend on every day could cause serious damage, potentially even on the scale of a 'cyber 9/11.' I, along with Senators Lieberman and Collins, have reintroduced comprehensive cyber security legislation that would better secure agency networks, while also beginning the process of working with the private sector to secure the critical systems they own. We will continue to work across the aisle and with the Administration, like we did after 9/11, to address the serious security challenges we face as a country. It is my hope, however, that we can act this time before the damage is done."
Lieberman, Collins, and Carper are central players in Congress' bipartisan effort to pass cybersecurity legislation. They jointly introduced comprehensive cybersecurity bills in the current and past Congresses to provide DHS the authority it needs to oversee efforts to protect civilian government networks and to work with the private sector to develop security plans based on risk.
The White House produced its own proposal last week, which also gives DHS the chief role in protecting .gov networks and assets and in working with the private sector to protect the .com domain. The White House proposal provides momentum to the bipartisan working group assembled by Senate Majority Leader Harry Reid and other relevant Committee Chairmen and Ranking Members to pass legislation this year.
Besides securing critical infrastructure, both the Lieberman/Collins/Carper bill and the White House proposal would direct DHS to work on a voluntary basis with the private sector and state and local governments to share cyber security risk and best practice information. Both bills also contain robust privacy oversight to ensure that individual privacy and civil liberties are protected.

How to beat groomers.
INTERNET GROOMERS are more than the bogeymen of childhood nightmares.
They really are lurking out there, says Netsafe executive director Martin Cocker, but there are steps you can take to protect yourself and your children.
Many parents who were on the lookout for predators targeting smaller children or girls might be shocked to hear of a 28-year-old woman grooming boys, he said.
A typical groomer used a fake profile to develop an emotional online relationship with the victim, pushing the idea that he or she had more understanding of the victim than anybody else.
The message was: ``I understand you. Your parents don't understand you and your teachers don't understand you.''
Cocker said there were several keys to guarding against groomers.
``If you've never met a person and your friends can't vouch for their existence, it's wise to assume that they are fictional.''
He said it was important to be wary at all times, especially on social networks.
Cocker said parents needed to truthfully warn their children of potential risks and grooming methods. ``Be honest with them,'' even if they were quite young.

MFA: Secure Enough?: Multi-Factor Deadline Looms, But It May Not Be The Answer.
AUSTIN -- With the Federal Financial Institutions Examination Committee's deadline for implementing multi-factor authentication (MFA) looming, a series of hacking efforts that have managed to use the MFA movement against itself has some in the industry asking: is MFA really the answer to security issues?
The answer, according to a variety of industry experts: probably not.
Authentication tools take a lot of time and money, yet do very little to solve the problem of online fraud, according to several industry experts.
"These multi-factor authentication solutions only handle portions of the problem," said Kelly Dowell, executive director at the Credit Union Information Security Professionals Association here.
Security compliance software provider TraceSecurity agreed: "Most multi-factor solutions can be subverted," said Jim Stickley, chief technology officer at the Baton Rouge, La.-based company.
"Most credit unions wouldn't have implemented multi-factor authentication, if they weren't required to, because it's very costly and not extremely effective," added Erik Petersen, vice president, professional services, SecureWorks, an Atlanta-based managed security services firm.
"You can even have an iris-scanning device, but what difference will it make if phishers send out an e-mail saying that the credit union's authentication system is down and members should provide ATM and PIN numbers?" Petersen said.
Multi-factor authentication is not mandated by NCUA guidance, yet credit unions were installing more MFA tools than any other new Internet application this year, according to Callahan and Associates 2006 Technology Survey.
The Plot Thickens
The plot thickened recently when phishers started using credit unions' new dual-authentication tools against them. Phishers are sending e-mails that lure members to websites that require them to enter their credentials into phony authentication platforms.
"We found it ironic that phishers are using the NCUA guidance as a means to conduct more effective phishing," said Petersen.
"This scheme will probably have a greater yield rate in harvesting credentials because it's unusual and it's plausible," he added. No SecureWorks clients were victims yet of the recent attacks, the company said.
"The phishers' timing is ripe," said Ed Wood, director, network services, at $550-million Clearview FCU in Moon Township, Penn.
Clearview this month opens its multi-factor authentication (MFA) platform to members in efforts to meet the NCUA's imminent deadline for stronger authentication.
"We're live with the MFA enrollment process, so (the new phishing scheme) is a concern," Wood said.
Clearview is currently sending e-mails to members inviting them to go to the CU website and enroll in the authentication platform, Wood said. However, if members receive a similar e-mail from fraudsters, they may inadvertently click through and enroll at a phishing site instead, he said.
When this report went to press, Wood said that he was not aware that Clearview had been subjected to phishing attacks related to dual authentication.
As MFA tools were weakened by the recent phishing ploys, application service providers were sure to be working on improvements, said Dowell.
"Due to the rush prompted by the regulations, and credit unions racing to put in the MFA tools, we will have to expect that vendors will provide upgrades to their products," he said.
What the upgrades will be is anyone's guess, said Dowell.
Vendors suggest that additional layers of security offered alongside some products, such as site verification tools built into browser toolbars, phishing detection and take-down services, and even biometrics, would help allay new threats.
Clearview plans to nip this latest phishing scheme in the bud with ongoing member education, said Wood.
"We will continue to communicate with our members to help them determine which e-mails are really coming from the credit union," he said. "Any security product is only as good as our member education."
The NCUA encourages credit unions to implement monitoring systems, fraud reporting, and member education programs, and, along with SecureWorks, said that risk assessment is critical.
"The information security program should include a re-evaluation of risk on a regular basis and take into account at least changes in technology, internal and external threats to information systems, changing business arrangements and changes to member information systems," said the NCUA.
Credit unions can identify threats using third-party testing, SAS70 Level II assessments, audit reports and communication from members, among other approaches, the NCUA added.
The NCUA said it will "come to agreement to implement stronger authentication methodology" with credit unions that fail to demonstrate sound practices during examinations.
A Stronger Program
A stronger anti-phishing program would include not only MFA, but intrusion prevention systems, firewalls, antivirus solutions and monitoring e-mails bounced to mail servers, said Petersen.
SecureWorks also recommends an early detection system and written plans on how to respond to incidents, he said.
The largest provider of MFA security to credit unions, Bedford, Mass.-based RSA Security, encourages credit unions to fight phishing using transaction monitoring systems within homebanking applications, telephone banking authentication, which is the "next target for fraudsters," and "constant monitoring," said Marc Gaffan, head of product marketing, RSA Consumer Solutions.
Reaching for stronger authentication beyond MFA should prove challenging for credit unions, said Dowell. "Historically, credit unions don't put enough resources into risk and security management because they are so low on resources. But MFA is, at least, a step forward."

EU approves expansion of EAA with Mexico to incorporate 10 new nations.

Humana expands Medicare Advantage fee-for-service plans.
